Our Structure

The Municipal Council consists of 15 councillors of whom 5 are permanent. The Speaker of the Council is the chairperson. The governance system is categorised as an Executive Mayoral system with the Executive Mayor being tasked with the day-to-day executive authority. The mayoral committee consists of the Executive Mayor and 3 full time members, elected by the Council to serve on the committee.

The Municipal Manager is the head of the administration and is as such the chief accounting officer. Council appoints managers directly reporting to the Municipal Manager to serve as heads of departments. It is the responsibility of the administration to effectively execute the decisions of the executive in such a manner to ensure sustainable and transparent service delivery.
