    Our Guiding Documents

    The Gauteng Provincial Growth and Development Strategy (Gauteng GDS) is a guiding document that directs development planning in the province. The vision of the Gauteng GDS may be read in its entirety by clicking here.

    The overarching piece of legislation is the Constitution of the Republic of South Africa (Act 108 of 1996). Section 152 of the Constitution outlines the objectives of local government.

    In addition, a municipality is required in terms of Section 153 of the Constitution, to structure and manage its administration, and budgeting and planning processes to give priority to the basic needs of the community, to promote the social and economic development of the community.
