The Metsweding District Municipality was established as a cross-boundary category C municipality on 5 December 2000 by the Members of the Executive Councils (MEC’s) responsible for local government in the Gauteng and Mpumalanga provinces, per notice 6767 of 2000 as published in the provincial gazette extraordinary no. 141 of 01 October 2000, in terms of Section 12 of the Municipal Structures Act, Act No. 117 of 1998.
The Local Municipalities of Kungwini and Nokeng tsa Taemane were established as category B municipalities within the jurisdiction of Metsweding. In terms of the provincial notice no. 7831 as published in the Gauteng provincial gazette no. 107 of 22 November 1999, the Eastern Gauteng Services Council (EGSC) was disestablished on 6 December 2000. The EGSC continued operating as an administrative entity for the period 6 December 2000 to 30 June 2001, according to an agreement with the Greater East Rand Metropolitan Council (Ekurhuleni Metropolitan Municipality), Tshwane Metropolitan Council and Sedibeng District Municipality Facilitation Committee that was established in terms of paragraph 4 of circular 5 of 2001. The Metsweding District Municipality, Ekurhuleni Metropolitan Municipality, Tshwane Metropolitan Council, Sedibeng District Municipality, Nokeng tsa Taemane Local Municipality, Kungwini Local Municipality, Midvaal Local Municipality and Lesedi Local Municipality became successors in law and title to the applicable jurisdiction of the disestablished EGSC. Assets and liabilities of the disestablished EGSC were transferred to the respective municipalities on 1 July 2001 in terms of a formula agreed upon by the Facilitation Committee.
Our Structure
The Municipal Council consists of 15 councillors of whom 5 are permanent. The Speaker of the Council is the chairperson. The governance system is categorised as an Executive Mayoral system with the Executive Mayor being tasked with the day-to-day executive authority. The mayoral committee consists of the Executive Mayor and 3 full time members, elected by the Council to serve on the committee.
The Municipal Manager is the head of the administration and is as such the chief accounting officer. Council appoints managers directly reporting to the Municipal Manager to serve as heads of departments. It is the responsibility of the administration to effectively execute the decisions of the executive in such a manner to ensure sustainable and transparent service delivery.
